Yeah, it CAN get messy/frustrating -- there's no point in trying to pretend otherwise. But compared to virtualising other data server-side, it's not so bad. The <div> thing is your best bet, and CSS will reign in the display formatting. (So far, my application of this sort of thing has been mostly non-tabular, which helps a lot on the sanity front.)
Starting categories with an (unsorted) close div (</div>) tag is how I've handled things -- the hierarchies will sort themselves out.
